Poverty affects 17% of people in Europe’s cities and is more than an income issue, undermining dignity and participation. Rising living costs are worsening food, energy, housing and transport poverty, while discrimination and systemic barriers deepen disadvantage for groups including single mothers, children, migrants, people with disabilities and ethnic minorities. Cities concentrate both risks and impacts, but they also have the proximity and experience to deliver tailored, locally driven solutions.
Eurocities’ paper From crisis to action calls for the first-ever EU Anti-Poverty Strategy to be co-designed with cities, backed by dedicated funding and European Semester follow-up until EU targets are met. It proposes an EU Mission for Cities against Poverty and sets out 22 recommendations.
